MGT-346: EOC OPERATIONS AND PLANNING FOR ALL-HAZARDS

Course Description:

This course focuses on the core functions, processes and best practices necessary to ensure effective and repeatable performance of an emergency operations center at any level. The core functions and processes are reviewed and demonstrated via facilitated discussion and classroom activities. The participants gain practical experience via a series of interrelated activities and exercises supported by a state-of-the-art computer simulation system and are coached by instructors who have extensive emergency operations and management experience.

Participant Audience:

Eligible participants include emergency management and response personnel who currently or potentially work in an EOC at the state, local, tribal or DoD installation level. Enrollment can be single participants, jurisdictions, or mixed. Disciplines include, but are not limited to:
• Law Enforcement
• Emergency Medical Services
• Emergency Management
• Fire Service
• Governmental Administrative
• Public Safety Communications
• Healthcare
• Public Health
• Hazardous Materials
• Public Works
• Non-Governmental Organizations

Continuing Education Units:

IACET – 2.4 CEUs
ACE – 2.0 Hour College Credit (Lower Division)

Prerequisites:

None required, however participants should be tasked to work in an EOC. Participants should also possess a working knowledge of ICS. This can be gained through FEMA’s IS-100, 200, 300, 400, 700, & 800 courses. It is highly recommended participants complete:
• FEMA IS-775, EOC Management and Operations
• FEMA IS-701, National Incident Management System Multi-Agency Coordination System

Topics:

The course offers the opportunity for participants to practice emergency management and to gain practical experience in individual and group processes necessary to manage an EOC. Each participant will gain a better understanding of the management requirements and skills necessary to effectively coordinate and support the response activities during a large-scale event. Topics include:

• Roles “Of” and “Within” an EOC
• Common EOC Organizational Models
• Resource Management
• Information Management
• EOC Operations Management
• The Planning Process
• Developing an EOC Action Plan (EOC-AP)
• Continuity of Operations
