All four courses; L0451\, L0452\, L0453\, and L0454; must be taken in series and together as one delivery of the course of FY2024. \nRegistration: Contact POC for application packet (Deadline August 1\, 2023) \nPOC: David Morgan\, State Training Officer\, training@aema.alabama.gov\, 205-280-2256 \nCourse Description: \nL0453 Contemporary Issues in the Emergency Management Organization (Advanced III) is a 5-day course designed to introduce the participants to skills critical to engage the leadership challenges associated with the local emergency management organization and immediate local community. The course begins with strategies for balancing priorities when managing and developing an organization\, followed by the application of emergency management leadership skills when analyzing a case study. The course then shifts to the use of performance measures to monitor and improve organizational effectiveness\, then cover creating an organizational climate that fosters innovation. The course moves to the strategic planning process and how it is applied to the local organization. After that\, the course will cover strategies for managing change and conflict in an organization. Participants will then explore the economics of disaster\, including identifying the financial vulnerability of their community. Participants will share their NEMAA research paper findings with their table groups and will work on the presentations for the E/L0454 course. Finally\, the participants will take a graded final exam and then finish with the course conclusion and preparation for subsequent attendance to Advanced Academy IV. \n

The ideal number of participants is between 24 (divided into three teams of eight) and 40 (divided into four teams of 10 or five teams of eight). USFA recommends a minimum of two instructors per delivery and a minimum of one mentor per team of eight to 10 to facilitate the delivery. \nCourse Purpose and Goal \nThis course meets the needs of the National Incident Management System (NIMS) and the National Response Framework (NRF). The USFA Type 3 AHIMT course focuses on the importance of developing and operating as a functional USFA Type 3 AHIMT. The goal is to prepare community agencies\, organizations\, and businesses to work together in coordination with Emergency Management and traditional MC providers to plan and provide MC/EA services to those affected by disaster. \nSelection Criteria:\nThis course is intended for MC coordinators\, management staff\, non-governmental organization leaders\, private sector\, and other emergency management staff that are a part of the team and have a responsibility for effective MC/EA preparedness and response.\nThere are several options for the composition of a class. DESCRIPTION:Registration: https://teex.org/class/MGT342/ \nPOC: Kim Bouler\, 251-460-8036\, kbouler@mcema.net \nCourse Description \nThe Strategic Overview of Disaster Management for Water and Wastewater Utilities course provides critical guidance when planning for and responding to disasters that affect drinking water and wastewater systems. Participants will be introduced to the various natural and man-made (accidental or intentional) disasters to which water and wastewater systems may be vulnerable and the potential effects of disasters. Participants will be guided through portions of the Environmental Protection Agency’s (EPA) Response Protocol Toolbox (RPTB) to identify steps in the response and recovery processes. Case studies on a variety of disaster incidents\, as well as hypothetical situations for water and wastewater incidents are examined. Participants are also given the opportunity to practice developing a disaster response plan for a disaster.

The FEMA Public Assistance Process provides funding for local  governments and eligible Private Non-Profit organizations to conduct effective long-term recovery. Unfortunately\, many jurisdictions do not have a good understanding of this process and thereby fail to obtain\, and retain\, all the recovery revenue the community is eligible for. This course will provide senior leaders and staff planners with the key elements\, milestones\, and pitfalls to avoid when guiding a local jurisdictions recovery plans and operations.
